CSAC/DCA can regulate Full Contact in one night. But if it is semi/light contact to regulate it has to go through legislature and Office of aministrative law. The CSAC/DCA tried to slip in that judo/jiu jitsu was a bloodsport so they could regulate the sports in 1999/2000. The part about judo/jiu jitsu was shot down. [...]
